Monitoring and Accountability Manager

Position: Monitoring and Accountability Manager

Job Description:

• Development and implementation of the M&E and accountability systems for the project in cooperation with the implementing partners in order to ensure program quality, monitoring progress and achievements, and accountability to beneficiaries
• Develop primary data collection tools and ensure databases
• Supervise the project databases, including updating and cleaning, and perform monthly database analyses in support of monthly reporting as well as monitoring and analysis of vulnerabilities
• Supervise regular compliance monitoring (including verification of contractors’ work, trainings, distributions, service provision, beneficiaries´ selection, and data) according to agreed systems, procedures and standards
• Regular field visits to monitor implementation of activities through engaging with beneficiaries, staff and stakeholders, including through observation of and participation in activities.
• Supervise the submission of detailed monthly monitoring reports that capture key findings related to program quality, progress and achievements, and feedback and complaints raised by beneficiaries and other issues as they arise for information and action of project management
• Implement baseline, post-distribution, post-implementation and evaluation surveys.
• Supervise the implementation of the feedback and complaints mechanism in the assigned area and make sure that complaints are logged and addressed to in a professional and timely manner, and support project teams to internalize the feedback received through the feedback and complaints system to enhance the quality of activities and services
• Support coordination on MEAL aspects between partners
• Develop and supervise in data quality assurance and managing data according to internal and donor standards
• Develop and maintain proper filing system of monitoring and data related documents in line with internal policies

Knowledge, Skills And Abilities

• Minimum 2 years of experience in the field of monitoring, evaluation and accountability, including development and implementation of M&E and accountability systems
• Demonstrated experience in data collection, analysis and report writing
• Sound knowledge of Excel, Kobo, database management and information visualization products
• Excellent analytical and structural thinking as well as writing skills
• Working knowledge of quality assurance concepts such as SPHERE, Code of Conduct, Humanitarian Accountability Partnership, and of humanitarian protection concepts
• Excellent communication, inter-personal and team building skills as well as positive attitude to work with a diverse set of stakeholders from different cultural backgrounds, including under pressure; eagerness to find creative solutions; patience; flexibility
• Excellent Arabic, Turkish and English language skills
• Additional experience with refugees, emergency response and NGO experience preferred
• Diploma in statistics, social sciences, monitoring and evaluation, information technology or a related field
